More on Intelligence Changes

It might be worth mentioning that Bahjat's replacement Nassif is the son of Muhammad Nassif, who remains a very powerful member of the inner core, and who I believe was formerly the head of the General Intelligence department, or at least the domestic affairs department.

Al-Balad newspaper in Lebanon notes other changes and appointments from its Damascus correspondent:

The head of the Damascus branch of the Political Security directorate, Gen. (Amid) Rafik Shehadeh, was set to a military posing at the presidential palace. Soon expected is the appointment of Brig. (Liwaa) Ali Younes as head of the Air Force intelligence service, in lieu of Brig. Ezzeddine Ismail. Younes had been head of the 293 section of Military Intelligence.

I'm not sure how to interpret this, though it does seem clear that Assef has placed his man at Air Force intelligence. Was Shehadeh kicked upstairs? Dunno. Also, the article cites sources in Syria as saying Farouq Sharaa will not be appointed a new vice-president; instead he will receive a new role in the National Progressive Front, which sounds pretty much like he's being sidelined.

DAMASCUS, June 14 (Reuters) - Syria has appointed a new intelligence chief as part of steps to loosen the ruling Baath's party's tight grip on political life, diplomats and analysts said on Tuesday.

Ali Mamluk, deputy head of intelligence of the air force, replaces Hisham Ikhtiar, who was elevated to a top level post as head of a newly set up national security bureau within the Baath party, they said.

"He took up his post yesterday," said a Syrian political analyst with ties to members of the ruling Baath party.

The choice of Mamluk, in his mid-fifties and born in Damascus, was part of efforts to streamline the "mukhabarat" security service, focus it on domestic state security and downsize its pervasive role in society, other analysts said.

Damascus has come under growing international pressure amid a wave of agitation for democratic reforms in the Arab world.

And three U.N. military officers are checking reports Syria may still have intelligence agents in Lebanon after Damascus pulled its 14,000 troops out of its smaller neighbour in April.

"The timing of the new appointment and the credentials of the man is more than coincidental. The regime wants to send a message that it understands what is going on around it and wants to move forward," said one Western diplomat.

The Baath party circulated a directive last week abolishing 67 permits that ordinary Syrians normally need from the mukhabarat to license anything from a wedding to a billiard hall, a barber shop to a local grocer.

"There has been a growing feeling amongst Baath reformers that the role of the mukhabarat must be curtailed under a security reform plan that has been discussed to limit excesses," a diplomatic source said.

The new head of intelligence was expected to curb the agency's overt political role and heavy-handed tactics against political dissidents, a semi-official source said.

"The move is in line with efforts to push ahead with wider political reforms," said the source, who requested anonymity.

بهية مارديني من دمشق: اصدرت اليوم محكمة امن الدولة العليا بدمشق الحكم على الحدث السوري مصعب الحريري من مواليد الدمام 1986 بالاعدام استنادا الى القانون 49 لعام 1980 القاضي باعدام كل من ينتمي الى جماعة الاخوان المسلمين وتم تخفيض العقوبة حتى السجن 6 سنوات ، وتم اعتقال مصعب منذ عودته من الاراضي السعودية في 26 تموز عام 2002 .

وقالت سيرين الخوري محامية مصعب الحريري في تصريح لـ"ايلاف" انه لادليل على انتماء مصعب الى جماعة الاخوان المسلمين واكدت ان الحكم جائر وان مصعب يؤخذ باتهام ابيه بالانتساب الى جماعة الاخوان المسلمين .

واكد الناشط الحقوقي انور البني لـ"ايلاف" والذي تواجد مع ناشطين اخرين امام باب المحكمة انه يبدو من هذا الحكم وغيره من المحاكمات التي تجري في محكمة امن الدولة واستمرار الحكم على النشطاء السياسيين انه ليس هناك اية نية في تطبيق ماطرح في مؤتمر البعث لحصر قانون الطوارىء في القضايا التي تمس امن الدولة .

واستغرب الدكتور عمار قربي عضو المنظمة العربية لحقوق الانسان في تصريح لـ"ايلاف" صدور هذا الحكم في ظل الحديث عن اصلاحات سياسية تتعلق بقانون الطوارىء وتضييقه حتى الحدود الدنيا ، متسائلا عما يمثله الحدث مصعب الحريري من خطر على امن الدولة في سورية حتى يتم الحكم عليه بهذه القسوة .

واصيبت والدة مصعب امام باب المحكمة بما يشبه الانهيار وبدات بالصراخ ، وخصوصا ان لديها شابين اضافة الى مصعب معتقلين سابقين على خلفية نفس التهمة ، وفي غضون ذلك كان حوالي 50 شابا يحملون صور الطالب الكردي شيفان عبدو وينادون باسمه بعد قرار المحكمة بتاجيل محاكمته الى 30 تشرين اول (اكتوبر) القادم ، وقال شقيق شيفان لـ"ايلاف" انه تم القبض على شقيقه في المدينة الجامعية وتم ضبط معه "فلوبي" يحتوي على دراسة شخصية حول وضع الاكراد في القامشلي ، وهو طالب في السنة الثانية كلية الهندسة المدنية ، بينما اعتبر احد اصدقاء شيفان انه يتم محاكمة شيفان على احلامه وارائه وهو غير منتم لاي حزب او تنظيم .

واصدرت محكمة امن الدولة العليا اليوم ايضا الحكم بالسجن لمدة خمس سنوات على فؤاد حنيف كلدادو وتم تخفيض الحكم حتى السجن سنتين ونصف وحكما على اسماعيل اوسي خمس سنوات وخفضت العقوبة حتى سنتين وحكمت على خليل يوسف الحكم بالسجن 5 سنوات وتخفيض الحكم حتى سنتين ونصف بتهمة محاولة اقتطاع جزء من الاراضي السورية وضمه لاراضي اجنبية والانتساب لحزب محظور وهو حزب الاتحاد الديمقراطي "البيكه كيه كيه " والاساءة للعلاقات مع دولة صديقة ، والمقصود بها تركيا .

واعتبر محامي المتهمين الاكراد فيصل بدر في تصريح لـ"ايلاف"ان محكمة امن الدولة غير شرعية وباطلة وطالب بالغاء قانون الطوارىء.

واجلت محكمة امن الدولة العليا محاكمة صلاح الحويش حتى 16 تشرين الاول القادم وهو متهم بالتعامل مع مخابرات النظام العراقي السابق كما تاجلت محكمة عبد الرحمن الموعد المتهم بالانتماء الى المجلس الثوري "ابو نضال" وتجمع اهالي عدد من اهالي معتقلي منطقة قطنا في ريف دمشق على خلفية اسلامية والمتهمين بالرغبة في التسلل الى العراق ولم تتم محاكمة ابناءهم ، كما اجلت محاكمة 8 شباب من منطقة التل في ريف دمشق والمتهمين بالانتماء الى تنظيم وهابي وهم محمد عبد الغني مواليد 1975 ، ابراهيم المصري مواليد 1973 ، حسام شلهوم مواليد 1979 ، محمد الطيب ، منذر برمو ، براء معنية ، احمد الشلبي ، عبد الوهاب الظاهر وقد اعتقلوا في شباط (فبراير) واذار (مارس) 2004 .

He is considered a minor and no laws should justify his arrest. I laughed when I read that he had a lawyer. It's like it makes a difference..............

دليل جديد على إصلاحات "البعث"

السجن 6 سنوات لطفل سوري

بتهمة انتماء والده لـ "الإخوان"


دمشق ¯ كونا ¯ د.ب.أ: هاجم الناشط بحقوق الانسان والمحامي السوري انور البني النظام السوري على خلفية الحكم الذي اصدرته أمس محكمة أمن الدولة العليا بحق الطفل مصعب الحريري بالسجن ست سنوات بتهمة انتماء والده الى جماعة »الإخوان المسلمين« المحظورة في سورية.
واصدرت محكمة أمن الدولة العليا امس احكاما اخرى بالاضافة الى حكمها على الطفل مصعب الحريري على ثلاثة اكراد بالسجن لمدد تتراوح بين عامين وعامين ونصف وهم اسماعيل ادسو وخليل يوسف وفؤاد حفيف.
وقال الناشط بحقوق الانسان والمحامي انور البني ان محكمة امن الدولة اصدرت أمس حكمها على الطفل مصعب الحريري الذي اوقف منذ نحو ثلاث سنوات وكان عمره 14 عاما قادما من السعودية حيث ولد فيها لاب سوري متهم بالانتماء الى حزب الاخوان المسلمين وقد حكمت المحكمة عليه بالاعدام حسب القانون 49 لعام 1980 وخفضت الحكم الى السجن ست سنوات.
يذكر ان القانون رقم 49 صدر عام 1980 اثر الاحداث الدموية التي جرت في عدد من المدن السورية مع جماعة الاخوان المسلمين ونص على فرض عقوبة الاعدام على كل من ينتمي لهذه الجماعة.
واوضح البني ان مصعب قدم مع والدته الى سورية لاول مرة منذ ثلاث سنوات حيث تم توقيفه مع والدته التي اخلي سبيلها بعد اشهر عدة فيما احيل هو الى محكمة امن الدولة العليا.
وقال المحامي البني ان هذه الاحكام »الجائرة« تعتبر بشكل واضح ان كل محاولات تجميل الوجه التي بذلت في المؤتمر القطري العاشر لحزب البعث سالت بعد اول رشة ماء وعاد الوجه للقمع واستخدام محكمة امن الدولة للتدخل وقمع النشاط السياسي والحقوقي والمعارض وان الحكم على مصعب الحريري بموجب القانون رقم 49 وهو الطفل بالاعدام يؤكد الطبيعة الشديدة للمرحلة المقبلة بعد المؤتمر وان كل الحديث عن انفتاح سياسي واطلاق سراح المعتقلين هو كلام لا يعني شيئا على صعيد الواقع.
وطالب البني السلطات السورية باحترام اقوالها ووعودها امام المجتمع الدولي والكف عن سياسة المراوغة في مسألة حقوق الانسان والمعتقلين وقانون الطوارئ واطلاق سراح الجميع والغاء محكمة امن الدولة واحكامها.
من جانب اˆخر قال اثنان من الاحزاب الكردية امس الاحد ان السلطات السورية اعتقلت في مطلع الشهر الجاري 60 شابا كرديا بشكل تعسفي على خلفية مشاركتهم بالمظاهرة السلمية التي اندلعت في مدينة القامشلي في شمال سورية عقب وفاة الشيخ الكردي البارز محمد معشوق الخزنوي الذي كان قد اختفى الشهر الماضي وعثر اخيرا على جثته في احد مشافي دير الزور.
وقال »حزب يكيتي الكردي« و »حزب اˆزادي« في سورية في بيان ارسل لوكالات الانباء الاجنبية في دمشق انه واثناء المسيرة السلمية التي قامت بمدينة القامشلي في الخامس من الشهر الجاري اعتقلت السلطات اكثر من 60 شابا »بشكل تعسفي ومن بينهم طلاب جامعيون وشهادات ثانوية عاما وتعرضوا الى الاعتداء بالضرب المبرح ولاساليب التعذيب الهمجية.
واورد البيان قائمة بأسماء المعتقلين قائلة ان 49 منهم محتجزون في سجن الحسكة بتهمة »إثارة الشغب وإثارة النعرات العنصرية والطائفية« بينما يحتجز الباقون في سجن القامشلي بالتهم نفسها.
وطالب البيان السلطات السورية باطلاق سراح المعتقلين فورا محذرا من ان اتباع اساليب »القمع والبطش« تشكل تصعيدا في سياسة الاضطهاد القومي المطبق بحق الشعب الكردي ويزيد من حالة الاحتقان السياسي والتوتر الموجود في الشارع الكردي ولا يساعد على التهدئة والاستقرار

To all i do not think you remember what the muslem brotherhood did to university teachers when they killed them because of thier religous belief or to innocent people when they blew up the train going from aleppo to Latakia or when they blew up busses in damascus i was there at that time ,if political parties are allowed in syria they should have the same rules that they have in other parts of the western world ,,ie,not ethnic religous,or geografical they should be able to attract all syrians no matter their religion,ethnic backround or location ,they should have open finantial records all donation should be registerd and no donation should axcepted from outside the country,they should have clear platform open to debate these laws are implimented in the united state,and should be law in syria.somtime i wish everybody who complain about syria to look at themselves and let us know about their contribution to that country which gave free education and health care.my name is naim and i am proud to have come from syria.

anonymous@10.20 what's your opinion about the killing of 40 000 moslem and christian civilians in one week and the destruction of one of the most beautiful and oldest city in the world?
And what about the massacre of Tadmor in which 1000 academicians,scientists and their children were executed in less than 2 hours ?Mass killing was introduced in Syria by Al Baath and not before.
And u should not forget that 90 % of the syrians are not alawites and the monopolization of the power by one small community creat a lot of hatred in Syria.
And if u like the syrian scientists,here is a more reliable report than those of al baath and teshrine.
Baathist Syria may well be the country with the highest number of scientists detained for political reasons in the world.

Can anyone explain to me how all these changes help the introduction of democracy? As a sunny Arab, why is it that I do not have the right to share in the decision making process? When normality will resume in the future, are we going to consider all Alawis as Assadists? Why can't we see that most Kurds are not PKK, most sunnis are not Ikhwan, most Alawis are poor, most others are shitfaced like the rest of Syrians.

Give syria back to its rightful owners and lets implement a democratic system based on constitution free from religious connotation. Syrian activists slam paper closure:-
DAMASCUS, Syria | June 20, 2005 8:15:13 PM IST


The National Center for Defending Press Freedoms in Syria Monday slammed the closure of daily al-Mabki for criticizing the governor of the city of Homs.

The center said in a statement we received with big shock the news about canceling the license of al-Mabki newspaper which we regard as an arbitrary action.

Such move contradicts the principles of freedom and deals a blow to the small hope that Syrians have for a free press, it added.

The center urged the Syrian government to retract its decision.

Syrian authorities in recent months have canceled licenses of five private publications that had been granted permission to publish after the death of Syrian President Hafez Assad in 2000.

Just because most Syrians are Sunni does not mean Sunni's are more capable of ruling. I am not trying to say there is no abuse with the current government but it would be just as bad as any other. Why do we never hear people complain about what filthy rich Sunni businessmen do? Only what the Alwais are doing. Even though Sunni's are just as corrupt.

90% of the intelligence agencies in every sector of the police state syria are ALAWITE MONKEYS. The oppression and corruption started in syria when the Baba monkey hafez il assad started recruiting all his little monkeys from the coast of syria. There people didn't even know how to read or write. Ofcourse he corrupted some sunnis that he got from also the villages of syria...he gave them a shit load of money and had them implement his corrupt ways in Syria....ofcourse this was all done to show that Baba Monkey Hafez wasn't a racist when in reality ofcourse he was...there's a reason why everyone in the intelligence is 3alawi...

And trust me, if you wanted to meet me in a room with a bat and no windows...the result wouldn't be similar to what the mokhabarat do to our people on a daily basis...that bat would end up where the sun doesn't shine...in case you didn't understand....THAT MEANS IT WOULD END UP UP YOUR ASS BUDDY.

Its about time to free our beloved country from the hands of the Alwis , my dear syrians dont be fooled by the slogans the promises which Bashar brought with him , lets all remember where he came from and who his father is, maybe some syrians forgot what happened in Hama , what happened in tadmur lets all remember that his father was behind all what happened to our country, The alwis will never leave with out a fight , the question is are we the syrians ready to pay the price for our freedom because you might disagree with me on the method but you cant disagree that syrians has become slaves to their alawi masters. Bath party doesn't rule syria who rule syria is Alwis and Alwais alone. The price needed to be paid and i am sure that syrians are brave enough to pay it.

Fuad Kheir Bek is the nephew of Muhammad Nassif Kheir Bek, not his son. He wasin charge of a unit that monitored all telecommunications, etc. in Syria.

Fuad Kheir Bek is Muhammad Nassif's nephew, not his son. Muhammad's only child is quite young still.
