Hariri in US: What will he Get?

Here is a tough condemnation of Syria by Bill Frist, (copied below) the Senate majority leader. He wants more action from Europe to force Syrian influence from Lebanon.

Part of the reason for Frist’s tough words is that Saad Hariri has been in Washington to meet President Bush. Yesterday he spoke at the Woodrow Wilson Institute in Washington DC. I couldn't make his talk as I was speaking at the Middle East Institute in DC at the time and then at Georgetown University with many other Syrianists, in what turned out to be an interesting series of panels organized by Michael Hudson and the Arab Studies Center.

One reporter told me that Hariri had asked George Bush for weapons and equipment to build up the Lebanese military. (A Daily Star article says he may get it.) Hariri spoke about Democracy and how important it was for Washington to support him and the Future Movement if it hoped to make any progress with its Reform of the Greater Middle East project. Hariri wants to go back to Beirut. He will need Bush's help to do it, unless he is to accept the Jeddah formula and make peace with Bashar al-Asad and Hizbullah, which seems to be off the table for now. Junblat undercut that move quickly, but it looked as if Saad Hariri was ready to sign onto the Saudi deal and bow to Hizbullah.

So Hariri came to Washington after Junblat and Dick Cheney scuttled the Saudi attempt to broker a truce between Shiites and Sunnis in Lebanon. Saad wants to know what George can do for him. He gets Frist's article for his troubles. And a nice statement by Rice -- see this: Rice vows to keep pressure on Syria. Rice said: "We will continue to make sure there is no intimidation of the Lebanese people."

Frist blames the Europeans for going soft on terror. He is asking the Europeans to get tough on Syria and Hizbullah. I guess America feels it has done about as much as it can in the way of unilateral sanctions, although I am sure it will find a few more measures to add to the long list it has already come up with to squeeze Syria and Hizbullah. Maybe Washington will give Hariri more arms so he can fight Hizbullah? What else can US authorities do other to send Hariri back empty handed. I guess it can ask Europe to get with the sanctions train. Good luck. A sad day for Saad. Saudi and Egypt have been running interference for Syria with the UN and the Hariri investigation.

There seems to be a consensus in the Middle East that Syria should be forced to pay a price - such as cutting loose a few security chieftains such as Ghazale - but that it shouldn't be destabilized by having the Asad family targeted, which Asad has made clear would lead to a direct confrontation with the international community. Europe has not declared Hizbullah a terrorist organization, which Frist is quick to point out in his finger-wagging article.

The fact that regional sentiment is blowing in Asad's direction was made clear by the Saudi attempt to broker a sulha between Syria and Lebanon. It was confirmed by General Aoun's recent statement that "his Free Patriotic Movement's closest ally in Lebanon was Hizbullah, as the two held similar views with regards to reform and other internal issues."

This statement by the most powerful Christian in Lebanon drove supporters of the Future Movement crazy. See Michael Young's recent op-ed in the Daily Star, in which he lambastes Aoun for all sorts of sins. It is a good example of the ire Aoun has stirred up. Aoun's biggest sin is clearly that he believes that the international community is going to hang the anti-Syrian Lebanese out to dry. I guess Aoun has some experience with the fickleness of the international community when it comes to supporting Lebanon against Syria. Aoun wants to be president of Lebanon, not to join Saad in exile. I guess Aoun is saying to himself - "Been there. Done that. Hariri, you take the high road this time and I will take the low road. Your dad was PM for over a decade. It is my turn before I join him in the great Baabda in the sky.

Aoun confirmed his stand on Thursday when he said the government should resign if it was unable to end a political crisis that has paralysed decision-making. Here is Reuters quoting Aoun:

"The government crisis ... is building up and we do not feel it is being remedied in a way that can bring results," Aoun said in an interview at his home in the hills above Beirut.

"What does a government do in this situation? If you ask me what I would do, I would resign."

Lebanon's government, dominated by anti-Syrian politicians who won a majority in parliament in elections last year, has been in crisis since five Shi'ite Muslim ministers began boycotting sessions last month. The boycott began after the cabinet voted for an international trial for suspects in the killing of former Prime Minister Rafik al-Hariri last February.
You can be sure that Bashar is enjoying the Lebanese mud fight. He is also enjoying the Hamas victory in Palestine even if it means one more secular nationalist movement loses to Islamists. Like Mubarak, Asad will be smirking at US discomfiture as Washington sees its desire for democracy fulfilled. But Asad better not smirk too long, for the Hamas win also underscores what will happen to him should real elections be allowed in Syria.

Rice, speaking of a possible Hamas win, said last week, "there should be no place in the political process for groups or individuals who refuse to renounce terror and violence, recognize Israel's right to exist, and disarm." Now Washington will have to add the PA on its growing list of governments to sanction and call evil.

So what did Saad Hariri get from Washington that may permit him to return to Beirut? It doesn't seem like much besides words - and perhaps some arms. My guess is that Washington will have to start sending arms to show that it is willing to support Hariri with more than words. He has to be able to deliver something to his supporters to prove that Washington hasn't abandoned him. What will Washington do about Hizbullah if it won't let Hariri compromise with the militia backed party? Building up the Lebanese army is a risky strategy, but one that will have to be undertaken if Washington is going to fight "terror."

Economy

Meanwhile, Asad is making a number of smart economic moves. Syria has recently announced a few new large development contracts meant to boost tourism and investment.
Investors from Kuwait, Saudi Arabia and Syria received Wednesday an official approval to build a resort in the northern Syrian city of Aleppo with a total cost of $140 million. According to Kuna, the resort which includes three, four and five star hotels containing 900 beds. Recently, the largest tourism project in Syria was launched by Kuwaiti’s Mohammad Abdul-Mohsen Al-Kharafi Company and Syria’s InterContinental Hotel with a total cost of $236 million.
Dardari opened the Audi Bank main Branch in Syria. He also announced that several new Islamic banks would be opening shortly.

Syrian authorities also announced that the economy grew by %4.5 in 2005, which was slightly faster than expected and pulls Syria out of its recession, but isn't near the %7 figure needed to begin reducing its widespread unemployment.

Syria's three main ports in Banyas, Tartus and Latakia have seen increases in tonnage on the order of 25% this year. Tartus and Latakia are the big winners. The overland trade to Iraq is driving it. In 2004, Syria transported half of all the grain imported into Iraq though the Tartus port. A special WFP program managed by my brother-in-law, Mohamed el-Kouhene, was responsible for that.

The big economic news this past week, however, is that gas and cement prices were dramatically increased.
Syria raised the price of gasoline 24 percent on Thursday, largely to counter smuggling to neighboring states, the official Syrian Arab News Agency reported.

SANA said the price of a liter rose from 24.35 Syrian pounds (48 US cents) to 30 pounds (60 US cents). However, at 60 US cents a liter, Syrian gasoline is still relatively cheap. In Lebanon a liter costs 70 cents and in Turkey US$1.72. In Jordan a liter sells for 61 cents, almost the same as in Syria.
This hike in basic commodity prices has caused an uproar by Syrians. See the blogs and comment section of Syria-news. Readers of Syria Comment have been reporting on this in the comment section. But raising prices of gas and cement are necessary, if painful, adjustments Syria must make if it wants to balance its books, slow smuggling, and rationalize its economy. It is a sign that Asad is finding some political courage on the economic issues. These price hikes will certainly increase the gap between rich and poor and will spark some inflation in the short run. But in the long run, they should help reduce government expenditures and promote growth. They are long overdue.

Syria's new five year economic plan was officially launched this week. World Bank people that I have spoken to, who were involved in its gestation process, say it is a good plan if it is implemented. We will see.

Moving Toward Democracy

A year ago this month, a car bomb killed the former Lebanese prime minister, Rafic Hariri. An ongoing U.N. investigation has implicated the Syrian government in the murder. The Syrian president, Bashar al-Assad, may have played a personal role. Several additional high-profile bombings have occurred in the last several months.

Enough is enough: Syria's actions in Lebanon have proven that it has no desire to play by the rules of civilized nations. Now, the United States and its partners need to ramp up the pressure on Damascus. We need to push Syria away from its homegrown brand of Arab fascism and toward democracy, peace, and an authentic end to its interference with Lebanon's affairs. We should start by increasing and expanding our funding for prodemocracy groups in Lebanon and Syria. In the coming Congress, I plan to support legislation that will do just that.
During my travels in Lebanon last year, I visit the late prime minister's grave and met with many of the political opposition leaders who rallied to end the overt Syrian occupation of Lebanon. These leaders have the support of the Lebanese people and at least some Syrians. Now, they need assistance from the international community.

Those who favor Syrian democracy have a difficult task. Since it invaded Lebanon in 1976, the government in Damascus has earned a place for itself on the roll call of the world's most dangerous regimes. The Assad regime funds terrorists, supports groups seeking to undermine the Israeli-Palestinian peace process, seeks weapons of mass destruction, and maintains a domestic police state based on the same fascist Baath ideology that animated Saddam Hussein's regime. Along with its ally in Iran, Syria funds Hezbollah bases in Southern Lebanon that the terrorist group uses to launch rocket attacks against Israel. Syria has also allowed Al Qaeda fighters to enter Iraq through its territory.

Despite the withdrawal of its regular military forces last year, Syrian intelligence agencies remain deeply involved with Lebanon's government, banks, and commercial enterprises. Prime Minister Hariri worked hard to end this interference in his nation's affairs. Like many others, he paid for these efforts with his life.

To honor his memory and restore full Lebanese sovereignty, the U.S. has to broaden its efforts in Syria. Since 2003, we have maintained a tough set of sanctions and restrictions on Syria that have helped isolate the nation. Increased funding for pro-democracy groups isn't enough by itself, however, and sanctions work best when they involve more than one country. To begin with, we need to redouble our efforts to force Syrian cooperation with U.N. investigators and bring Hariri's murderers to justice. And if Syria fails to respond and won't comply with U.N. Security Council resolutions, we need to press our allies to also place tough sanctions on Damascus.

Our allies in Europe have a stake in this effort, and the Bush administration should look for ways to strengthen our partnership with them. The European Union remains Syria's largest trade partner, sends foreign aid to Syria, and has yet to label Hezbollah a terrorist group. The Assad regime interprets this sort of half-hearted diplomacy as a sign of weakness: It's unlikely to modify its behavior as a result.

In the long term, I am convinced that the Syrian and Lebanese population will move their own nations toward democracy if given the chance. Without strong international backing, it may take decades for real change to happen. With support from the international community, however, we can compel Syria to disentangle itself from Lebanon's affairs, move toward democracy, and eventually take its rightful place in the community of nations.

By 'giving Ghazale', I suppose that you mean that Ghazale will have to be tried and will be judged guilty. A new 'suicide' will be totally unconvincing here.

The problem is that this is a non-solution. I mean do you seriously think that people will buy the fact that Ghazale is guilty but that his Bashar has nothing to do with this? What about the Syrian/Arab public opinion? I mean until know they believe the Syrian line which is 'we are totally innocent'. Do you think that anybody will seriously believe that Bashar has nothing to with this if Ghazale is judged guilty? Do you think that the world can allow a dictator to suppress the PM of its smaller neighbour?

Not to mention that the allegation that the Hariri family is ready to make a deal with Rafic's blood is totally unsubstantiated. What's the evidence on this?

The truth is that there can't be any deal, even if all parties wanted one. Either Syria will totally win and get away, either it will lose. There can't be any half-solution here. It's too late, we have reached the point of non return.

As for the price hikes in Syria, I don't think that's a very wise decision. The new price is equivalent to that of the US. How is that possible??? US gas travels the world to get where it needs to, Syrian gas goes from the North to Homs to Damascus...

Syrian gas is leaded and worse, US gas is unleaded and clean as can be.

Meanwhile, Saudi Arabia and UAE don't have any problems with their gas being smuggled, so why do we???

this is pure BS, and I didn't know that the gov. subsidizes gasoline for its citizens??? unless you mean the army/gov subsidies, which are the essence of corruption. As they say, the last act of any government is to loot its people...

Here's a question: Who has more power? A billionaire neophyte in exile or Prime Minister Siniora. This is what Siniora said today [L'Orient-Le Jour]:

When asked about Hezbollah, the Prime Minister underscored that the Party of God played an essential role in the liberation of South Lebanon and it represents a large part of the Lebanese population, but "we do not wish to see the arms of the Resistance employed in the liberation of the occupied territories (Shebaa Farms). Israel must withdraw." Siniora was also conciliatory towards Syria and underscored Lebanon's Arab identity.

It looks to me that Siniora as well as Hariri Jr. have pushed back against mush US involvement in Lebanon. I note that a Pentagon team turned up during the summer, and were talking about the Army of Lebanon taking over from the UN contingent in southern Lebanon. And of course, the US military running their officer academies.

I am not sure if you were trying to be sarcastic in your first question because the answer is a given. Hypothetically speaking of course, if there was to be an election between Hariri Jr. or Seniora today Hariri would win hands down. In whatever way you twist, switch or flip it one is the other’s master.

Damascus would not share your view in how Hariri & Co. are resisting US pressure. Like the story of the man crying while butchering a sheep: You should judge the man’s actions not what his feelings appear to be. And so Seniora can sound as conciliatory as he likes but when Hariri Jr. is seen getting lovey dovey in Washington rest assured that it will not be taken lightly by the Syrians

Isn't that exactly what Syria and Hizbullah have been warning against all along: Lebanon becoming a US/French client/dependent state?

I don't know, maybe Lebanon is like a person with brain damage who cannot survive unless someone from the outside keeps him on life support? I mean, the country doesn't have much infrastructure with regards to energy or cost-effective agriculture, most of which (used to?) come from Syria at deeply discounted prices. Of course, the 'hip' and 'cool' and 'civilized' Lebanese are fast to forget such amenities. They'd rather lose their electricity, heating gas, gasoline, and veggies for the sake of keeping McDonald's, KFC, and Pizza Hut open to give them the 'civilized' facade.

That, and we haven't even started to discuss how the $45 billion debt is going to be repaid to the IMF. Usually, when a Banana Republic with a debt 5 times its GDP defaults on its loans (and it eventually certainly does), it has to give very painful concessions to the US and the World Bank,

Here's a quote from Forbes 2 days ago about Lebanon's economy:

real GDP growth slowed to below 1% last year from around 6% in the previous year; the Lebanese government's gross general debt stock climbed to 727% of government revenue in 2005, the highest level of any rated sovereign globally.

Furthermore, this year's Debt Service (amount needs to get paid to the IMF) is $6.5 billion. The Central Bank of Lebanon says that it MAY be able to cover 1/2 of that amount (very optimistic).

Basically, Lebanon is in deep trouble financially. Meanwhile, the Lebanese government is squabbling about Hariri Sr.'s killers and the 'mubadaraat', not to mention that the Lebanese people are really interested in the most important issues: Super Star and Star Academy, as well as Nancy's latest video clip.

Really pathetic, and what more, you cannot blame this on Syria. The real culprit of your near-future suffering has already left the building...

Syria and Lebanon have a huge opportunity. Unfortunately, both countries never lose an opportunity to lose an opportunity.

The oil prices have been surging and our dear camel err Arab brothers of the Gulf have been drowning under mountains of petro-dollars.

According to the Economist, the oil income for this year alone will be around to $340 billions.

The thing is that this amount of money vastly exceeds the investment opportunities available in the Gulf countries. The Gulf cannot absorb all that money. So the rest of the money will have to be invested elsewhere. Some of this money will be invested in the region.

Now this post said that the Gulfies are going to invest in Syria because Bashar is a genius who knows how to attract the investors.

Actually it's the opposite. There's investment in Syria because there's too much money in the Gulf, not because Bashar is a genius. In fact, this investment should be higher, but corruption, bureaucracy and nepotism have considerably diminished the amount of investments. The numbers of project are limited, because the regime needs to take its share on each of these projects. Therefore, Bashar shouldn't be thanked because he's attracting investments, Bashar should be criticized because he's making the investors flee.

Twisting the truth about Bashar is not uncommon on this blog. I can't say that I am surprised.

Syria and Lebanon need these Gulfy brotherly investments. Remember people, your country is experimenting a demographic explosion and your oil is going to end soon. The Lebanese also have their share problems (the debt). We need growth. It is imperative that we don't blow this last opportunity. Money doesn’t grow on tree (except if you’re a Saudi)!

I am not saying this because I love Syria, I am saying this because Syria and Lebanon's economy are natural partners and there are natural synergies between the two countries. People are hungry. Let’s face it, Khaddam was right and some people need to search their foods from the garbage. Other people are dying because they can't afford to pay their doctors or buy their medication.

Joshua's article also implies that Syrian couldn't care less about the Americans, because the salvation will come from our Gulfy bros. This is what the regime want the citizens to believe. This is utterly wrong. Economy 101 tells you that investors are very sensible about the safety of their money. Just imagine what would happen if one tomahawk exploded in Syria or if one American plane ‘banged’ over Damascus. In our globalized world, you need 5 seconds to transfer the money to the other side of the planet.

Dear Josh,

Although Rafiq Hariri is dead and the person who was in Washington and at the Woodrow Wilson Institute was his son Saad, your Freudian slip makes perfect sense.
Maybe the Syrian regime should adopt your line and not only deny that they killed Hariri but also deny that he is dead.
The Syrian mukhabarat should start spreading rumours that Rafic Hariri was seen eating falafels at Sahyoun in downtown Beirut.
And he was even seen in Israel at Lahd's restaurant.
Josh you are a genius. Bashar Assad should have invited you to attend the Arab Lawyer's conference. You could have clapped for him in Damascus instead of Washington DC and shouted at the top of your voice "I saw Rafic Hariri in Washington...He ain't...Assad you're a saint...you can bring back people from the dead".

I Just read the subtle subconscious messages that Josh is shooting his American readers with, to help his friends (the Assads he loves) in Syria. He does not stop trying to tell the US reader that pushing for democracy will mean Muslim Brotherhoods, and that the only alternative to the terrorist Assad regime is an even worse terrorsit regime in Syria. He tries that in so many forms, and he is a genius indeed in spreading rumours and spreading false information to suit his goal. I realize how it is not easy for many readers to see this man's evil defense of the criminals he is in love with.


The question that I keep trying to find an answer for is "Why is he in love with the thugs in the first place?". Those thugs are not even progressive in their thinking, and they represent truly retarded minds.

Josh tried so hard to give hints to the Syrian regime in many of his advices and analysis here on this blog, but he should see that his very smart defense and advices to them were ignored, - Because - the men of the regime are truly retarded, and can not read your subtle messages.

Few weeks or days ago, just at the so called
"defection" of Khadam, Josh tried to tell the world, and he was sending his message to Bashar Assad at the same time, (Bashar who never reads a thing, that there was a struggle between Assad and his vice president for the past 5 years), and that that "struggle" should be used by you (bashar) to tell the peple that you were on the good side while Khadam was responsible for imprisonning the innocents, etc..., the bad side! But it did not take long to see that what this genius called Josh does for the Assads is ignored by them, because they can not read nor understand. their actions that followed that advice reflected how stupid they are and like any criminal, they keep making mistakes and leaving themselves more exposed and more traceable. In that same line of subtle smart advices to the Assad, Josh tried to tell his US readers, and teach Assad that Assad was pre-occupied with his internal fight with Khadam that he neglected his foreign team and syria appeard as Anti-West, or Anti-US because of that, but from now on, the Assads, because they have finally won the battle with Khadam, will be more good with US policies . It was a message the Assads , once again ignored from their dear friend, Josh. Does that make Hosh furious that these retarded brains are not listening to him?

I personally took a rest, and decided to wait a little and see who was really responsible for imprisonning the Damascus Spring people (that Josuha and Bashar's parliment accused Khadam of doing), but the retadred Bashar's group minds could not even be consistent in their defense of themslves, and could not follow Joshua's advice to them, and this lie was soon verified to be just another lie, for it was Bashar Assad himself that has been in real control of Syria for the past 5-6 years, and it was Bashar himself that had imprisonned those people.

Lies after lies, Joshua is not being listened to by his beloved Assad family, and their crimes will not be easily defended by their lover, Joshua Landis.

How can you support the current constitution? At least Article' 8 and 3 are problematic. Who's going to decide who is a Muslim? Sharia could be an option but people should be given the choice to have a secular court of law.

I agree, having a good constitution is not sufficient, but it is a necessary condition. One should not only rely on the good intentions of leader but we must build and fight for a system that will not permit the violations of civil and political rights of the Syrian peoples.

What Imeant Ugarit, is that our problem is not the constitution. Syria had excellent constitutions before, and that did not prevent it from falling in coup d'etat after another. In fact, when i spoke about Syria's constitution of 1920, I gave it as an example that can be emitated, and which was far superior to anything I have read in other Wesern constitutions themselves. France occupied Syria back then, and destroyed that constitution. Syria also had a good start after France left it, and our 1946 parlimantary elections did not last because of the well known CIA plot back then that brought a pumped up general called "Hussni Zaiim" who could not see farther than the edge of his nose. From then, military people tried one coup after the other, which in a way was probably what the CIA wanted in the first place, and which lead at the end to the coming of th eperfect dictator in 1970 who could do more damage to Syrians than the French occupation itself.

When i say : We accept the Assad constitution, I am saying it is not reallly what is written on a paper that is Syria's problem. Even this fucked up constitution as you are saying is good if it can be respected. Let the regime respect this constitution which is its own, but it does not. If this constitution that you are describing as bad can be respected by the gang that put it on paper, we can be happy, and that is a big improvement on the coditions that Syrians find themselves sunk in.So,, you create aq wonderful so called constitution and do not allow it to exist in reality, what good does it do for us? Nothing.

The very people that they supposedly should give more democracy to, will come back to kick them out of power. Their brains and DNA has been programmed to think this way since they took over some 36 years ago. Ironically, their survival thus far has reinforced in their minds that by doing it their way, they have survived this long and nothing will convince them otherwise.

Saddam Hussein played by the same rules if not more ruthlessly. Calls for reform and more democracy were also prevalent there. It is rue that another Joshua Landis was not around to start www.iaqcomment.com but similar calls for change were also widespread. Did Saddam oblige? Did he institute reform? Did he open up the economy to the forces of open markets? Did he sit and listen to opposition parties and changed his own constitution?

He knew full well that only the U.S. had the power to dispose him, and how true that proved to be. This Syrian regime will stay in power for the next 36 years and far beyond unless help is sought from outside. The vast majority on this forum is clearly opposed to this step.
They seem to feel that the regime can and will change if the “people” kept pushing for democracy and reforms. Regrettably, they will be utterly disappointed. In a nutshell, you cannot have your cake and eat it.

IF he were to come back and nothing happen to him, well no need for pressure. Just accountability and game over.

As for the economy, demand/supply is what decides prices and subsidies should be removed on all but essential industries (if there are any in syria). As for the person who questioned saudi arabia and kuwait oil smuggling, why would you smuggle oil to bahrain or kuwait or another oil-rich nation? Geographically speaking, syria is more prone to smuggling than the other nations...it would also take forever to go from any inhabited area with oil in saudi arabia to another country making it infeasible.

I question sometimes whether people think before they write or simply do to get their names out there.

"We expect there to be a full and firm investigation. The people who are responsible for your dad's death need to be held to account," Bush said during a meeting with Saad Hariri, the son of the slain former Lebanese prime minister and also the head of the majority bloc in Lebanon's parliament.

Moreover, Bush said a Lebanon that is "free of foreign influence, free of Syrian intimidation, free to chart its own course" remains a priority for the United States.

Bush also said they discussed putting together a global donor's conference to raise funds to help Lebanon, but he gave no specific date.

The United States has been accusing Syria of blocking the investigation to the murder case of Hariri. Syria has denied it has any links to the killing of Hariri.

To Josh and others who think that Hamas represents a simple victory of an Islamic party:

I think you really need to look into the details of this particular case here. Hamas is no MB---Hamas have incredible credibility as fighters of Israeli occupation. They have fought and they have suffered. They have martyrs in Sheik Yassin. They already run a successful string of charities.

And they ran their campaign lambasting Fatah on corruption and lack of any results/concessions from Israel. Add to that the surprise that Fatah felt and the motivation of Hamas activists to get out the vote and you get a huge Hamas victory. That does not so much signify a victory for Islamicist party in my view, but rather it is a rejection of corruption and cooperation with Israel.

So really I believe Hamas is a special case and cannot be generalized to MB in Syria. No way they are anything close to being similiar. hizballah may be a better comparison.

I admire your compassion for the palestinian people. The same goes for the Syrian people.

But here's a scenerio. Hamas is saying it wants to take care of the people before dealing with Israel. What if Hamas proves not to be corrupt and installs a government of technocrats? (yes muslims can be efficient and the roster of Hamas includes many prominent professionals) What if Hamas gets the job done well?

I myself am happy Hamas won so that it forces Fatah to modernize and reform itself. And I am counting down the days for Marwan Barghouti to be released to lead back the Palestinian people. But I think Hamas may surprise a lot of people with their ability to get things done. I welcome that since I think the Palestinians have been 'screwed' enough over the years. I hope the Hamas victory does not cause more suffering for them.

The rest of the financing comes from Palestinian taxes that are collected by Israel and givent back to the PA. Israel will problably block this money now. It is quasi-certain that the result is going to affect the PA's income. So even if Hamas actually wanted to help the people, well there's no money to do that.

3°Even if there was money, I remind you that the Palestinian are under occupation and that the AP needs an Israeli authorization, even for the most trivial projection. The Israeli government already anounced that it was going to freeze cooperation, so basically, Hamas will not even be able to grow flowers on the street.

So no, I don't think that the Hamas is going to improve the situation of the Palestinian. I think that this vote is sterile and that the Palestinians are going to suffer even more because of it.

It's not that I blame the Palestinians for their stupid choice. I mean they had to chose between islamic terrorists and corrupt thiefs. Stupid choices lead to stupid answers.

By the way, Hamas' program included the reestablishment of the jizya on the people of the book, aka Palestinian Christians because the Israelis aren't likely to accept any Islamic protection. Hamas added the jizya to their program because they are demagogist like the Hezbollah and didn't expect the Palestinians to be stupid enough and vote for them. But now that they have won, I am curious to know if they are going to apply their program or if they are going to expose themselves as typical politicians who make empty promises. I am really happy about this Jizya thing because, of all the Christian communities in the Middle East, Palestinian Christians were the one who fought the most for this stupid Arab nationalist cause. Maybe that these Christians dhimmi will finally in understand that they can lick as much Arabist ass as they want, but in the end it won't change shit for them. I do pity them, even though they deserve their fate. They bet on the wrong horse.

There will be many competent people very willing to get a chance to get things done for an honest governement. People like

So again I think Hamas will surprise many including you. They will find a way I think. I could very well be wrong, Israel can easily provoke Hamas and all hell could break loose as a result, but only time will tell.

The funny thing is that Damascus now hosts THE legitimate Palestinian representative. And now Syria has greatly increased its sway on the Israel/Palestine conflict. Add another card in Syria's deck. It seems Bashar's stubborn refusal to back down from America's demand to kick out Hamad will pay off. Bashar now will have Khaled Mashal on speed dial for sure now. Bashar should be given some credit for this foreign policy victory as Palestine has now officially entered the Syria sphere of influence.

Your last paragraph is your usual anti-muslim bigotry that I have come to expect. Its become quite common in the US, so it doesn't really surprise me much. So I to put it lightly, I don't agree with a single thing with your last paragraph. I will leave it at that.

That's the best joke ever. Israel hesitated for months before letting the Hamas participate, only because Abbas threatened to cancel the elections and the polls said that the Fatah would win. Your explanation is typically Arab: when your ashamed by Arab behavious, invent a conspiracy theory that will put the blame on somebody else (in this case: the US).

EngChange brings up a very important point which eludes many: the PA is now and all of the sudden, a very close ally of Syria with many of its leadership actually residing in Damascus. This is indeed a victory for Syria in a way.

The Syrians lost a lot of influence on the Lebanese track in their negotiations with Israel, but they've gained the more important Palestinian track. This completely changes the balance of power in the region, and could possibly lead to the Israelis finally agreeing to negotiate seriously with Syria.

If there is anything I like about the Neocons in the US, it is that they have figured out the right equation, and that is to liberate the world from the danger of terrorism by bringing democracy to those areas dominated by Saudi Arabia. the problem is, how ever, is that brining democracy to a part of the world that has for long been corrupted where even a "visitor" who spent one year there, and got married with a local belonging to that "elite" class, can not resist the bribes offered to him by the servants of the Saudi Royal Family, and became the hardest defender of them all to keep the status quo.

It is a problem among the "elites". Elites that would have been NOTHING had it not been for this Special Education they have been given by that Corrupt stolen money from the Saudi people themselves or the Syrian in our case.

Yes, the people are turning to Islamic ideologies to protect themselves against money, power, and those "elites", but what else can the poor people do? The only alternative to the corrupt long standing thugs of the Saudis, the Assadists, and so on is being the Ben Laden Ideology of suicide bombings, to kill and be killed, and people choose it because they know they are being killed anyway, so they think that taking some one else with them is the only thing they can do to respond to the ones who forced them to choose that alternative in the first place.

I have long come to the conclusion that barring a miraculous turnaround in our people’s standards of living, Islam will continue to make huge inroads into our societies. The banner of “Islam is the solution” during the Egypt election is a case in point. As long as economies falter and people grow more desperate, Islamists will fill the void. The people of the Middle East will be led to believe that if only if they were to adopt political Islam, they will be able to turn their lives around and put an end to the embarrassing state of affairs that they find themselves in. I am going to assume the worst and hope for the best. My assumption is that the Middle East will follow the Islamists. Perhaps this is an inevitable step that we must go through. Iran is 30-40 years ahead of us. They wanted to try Islam. They did. The day will come when they officially realize that this was one big mistake. When that day comes, Iran would have turned the corner. The country would be in the frame of mind of “been there, done that and it does not work”. The Palestinian elections show that the Palestinian people are now ready to conduct the same experiment. Now the Islamists have to deliver not just promise dreams. My suspicion is that they will fail miserably. Societies in the Middle East will conduct those experiments one by one. Regrettably, they would have wasted 40-50 years before they conclude that this was a very dumb mistake. Free marketers and liberals have their work cut out for them. America and the west need to understand how critical it is to ensure that they succeed. America must only support regimes that can deliver economic growth rates of 6% and over. They must support them with everything they can. The long-term benefits to the region will be enormous. I suspect that America understands this. In spite of the all skepticism by many on this forum, I do believe that America has understood that this region was/is heading into the abyss. Somebody must do something about it. I know that the CD of Israel and the Neocons will immediately start to play in many heads once they read this. Cries of America the Satan that hates the Arabs and want their demise will be the immediate response. I say enough. Let us stop the blame game. Let is look at us in the mirror. Let us admit that our leaders have failed us. America did condone them in the past and did turn a blind eye. The world has changed now. America has realized that the Middle East cannot be left to its devices. We have seen how a democratically elected group in Algeria was overturned and the elections declared invalid, with the "silence" of the rest of the world, and more than a decade of killings afterward to keep the status quo on, and we have seen this elsewhere, and particularly in Syria where the fear of Islamists win makes those 'democracy lovers" scared to death and becoming more supportive of thugs in a cruel regime, that of Bashar Assad. Now, the world is turning to the Palestinians where elections were observed and declared clean, and the people have voted for an Islamist party. We are seeing now the nervousness of all 'democracy lovers', and the thugs of the PLO carrying arms and threatening to beat up or beat down the results of this election.

Ehsani you may be right. I am probaly biased because I hope you will be wrong, that countries will learn from the mistakes of Iran and Saudi rather than repeat them. The simple reality is that there is no uniting force in the middle east as strong as Islam. And a united Middle East in my mind is a strong and prosperous middle east. Do I dare dream of an Arab Union (AU) in the mold of the current European Union (EU)? Maybe this is just wishful thinking.

And I agree the vast majority of commenters do give very thoughtful and useful comments, that provoke different ways of thinking and expand a person's horizons. It is only a few people on this forum that just don't get it. So I commend all the people that give respectful and insightful comments, not just the ones I named. I apologize if I implied otherwise.

The Palestinian elections showed that for the first time since World War II, a governing Arab party was willing to give up power as a result of a free election. We have to congratulate the Palestinian people for this significant step that would hopefully act as a precedent for the rest of the Arab world. Moreover, I believe that the Hamas victory is not alarming at all. Now that they are in power, it has an obligation to the Palestinian people. When rebellion leaders do assume power, the situation normalizes. Hamas has two wings. One is a domestic one and the other is a political leadership based in Syria and influenced by Iran. If the local wing wins the inevitable power struggle, an ultimate settlement with Israel is not impossible. Just as I said in my previous post, the onus is now on the U.S. to support and push this emerging move towards democracy in the Arab world. The onus is also on the new democratically elected governments to improve the lives of their people and to reinforce their security. These are the issues that Hamas and all future democratically elected models will have to confront and address. The west and the U.S. should remain involved and provide as much help as they can. The region will sure need every bit of it as it marches forward.

Hamas will not change its charter in a hurry. It will take time. The IRA took a long time, and so did Fatah. What is important is that Hamas is now in control. They cannot blame others for not delivering. The ball is now in their control. They will soon realize that it is easier to criticize than govern. It will take time to craft a new vision that will fulfill the aspirations of their people. The process has to play itself out. The rest of the world can do nothing but wait patiently.

I am reminded how the PLO would never ever recognize Israel then did just that. How Yasser Arafat and Fatah was a terrorist orginization once and now is considered legitimate (incredibly in spite of their own armed wing of Al-Aqsa Brigades still quite active in resisting Israel). I am reminded how Begin once was a terrorist, was derided when forming Likud, and then shaking the entire middle east with one hand shake with Anwar Sadat. Foresight is the key word here. People and orginizations can adapt to their environment.

Hamas is much more sophisticated than any Taliban or Iran mullah. Time will tell how they will adapt to the current situation. And Ehsani you are right--it will be interesting to see how the relationship between the Damascus leaders and the local leaders develop.

How ironic for Islamists to attack the U.S. and its policies.

Political Islam had been in trouble for decades. They suffered a crackdown in Algeria following their decent showing in the first round of election. Mubarak, Saddam and Assad were no less brutal in preventing them from taking any power. The security services and the army (Hama) were used in all three to crack down on their movements.

All of that started to change when the U.S. invaded Iraq. Immediately after toppling Saddam, it was the religious Shiite movements that gained the most, and have been since.
Lebanon was next. Hezbollah soon emerged as the main opposition force in parliament. Egypt followed suit with the Moslem Brothers gaining a significant number of seats during the latest elections. This week, it was Hamas’s turn to gain momentum as a political force.

It is high time for leaders of these movements to stop the hate America rhetoric and extend a Thank you note to Washington. Were it not for the physical arrival of America in the region and the new approach that the U.S. seems to want to embrace, Islam as a political force would not have gained this apparent momentum. The question is would they seize the moment and grab the opportunity?

As for me, as much as I disagree with everything these movements stand for from an ideological standpoint, I also realize that this is a natural extension of the democratic platform that we want to adopt in the region. One would hope that the seculars and liberals among us would ultimately win by the power of our arguments. Regrettably, This phase of increased political influence by the Islamists is inevitable and we must all learn to live with it for the time being.

I understand the Palestinian urge to reject anything Arafat-tainted and want a fresh start – Palestinians I know have told me this for a long time.

The cases are not a perfect match, but there could be a lesson in this for those who think that any group with connections to the Bashar-Baath regime and Syrian status quo has future hopes in a ballot box.

Note that the losers in the Palestinian election are at least talking the talk about being a loyal opposition.

In other words, they can be opposed to the actions of the government of the day without being opposed to the constitution or the political system. But the other half of the equation is that those in power will respect that their critics are still loyal to their country and its system and will not abuse their power to suppress political opponents.

Let’s see if the Palestinians can do it!

Ugarit, your argument does not stand. The US are supporting democratization in all the greater Middle East, be it in Koweit, Saudi Arabia, Lebanon, Iraq, Iran, Egypt you name it.

But it is true that the US is imposing different rythm depending on the friendliness of government: in some states such as Koweit and Jordan the US are pushing for slow change, in other states such as Iraq and Iran the US would prefer to see instant democratization = total regime change.

I tend to prefer progressive democratization, except for some problematic states like Syria and Iran who should be 'liberated' at once. Progressive democratization leaves time to societies to adapt. The change from one year to another is small, but when you measure it on a whole decade you can see the difference.

If true, which is debatable, only because it serves its interests now. In the past they supported Saddam, and they still support other dictators. Now Qaddafi has been cleansed of his sins. For example Saudi Arabia is far worse than Syria from a civil and personal rights perspective while SA is nearly untouched. Syria is much closer to being democratic than Saudi Arabia but Syria is being targetted much more. Why? I have no doubt this is the case because that's what Israel wants. SA is economically more significant than Syria and hence it's very dangerous to mess with that one.

Syria needs to be a democracy and not because America wants it. Bush is not the right ruler to dictate what democracy is. Johnson was the most libral president and was not able to "democratize" indo-china. This half wit in the White House does'nt have the mental capacity to comprehend what's going on. Any how, he's only a figure head.

All that being said. The Arab world must democratize, agreed.

I get so angry and anxious about Israel and its behaviour and wonder when the west and ME leaders will wake up and wonder what the hell is this all about, how can supporting or opposing it possibly justify the gigantic geopolitical risk and reactions this small group is generating.

This taxation is not without representation (ASSHOLE) it must be voted for and approved by a body that is fairly and legally elected by the taxpayers, who will vote those officials that don't spend the tax money correctly in accordance with approved appropriation bills, and have the power and systen trasperancy to investigate corruption.

This combined Socialist / taxing without reprresentation system is a scam to milk cash out of citizens to foreign bank accounts without citizens approval.

Allright asshole.Make up you fucking mind which system do you want to run in Syria.

I thing you fail to understand what i want to say,Syria has now a failed tax system where the rich avoid paying taxes by bribing govornment employees,that should chang by making the tax system fair political reform should follow shortly when economic system is implemented as without prosperity ther will be no democracy.in Spain during Franco,s rule he implimented free market economy the when he died and a constitutional monarchy was established political reform was easy,that is an example of some somthing Syria could learn from.

Excuse me, SRP, before rudely barking more out of control obscenities about what you imagined Norman said, maybe you should take a breath:

1) it would not take long to find examples of free market democratic states that have offered a wide range of tax holidays, subsidies and other incentives to help kick-start various business sectors

and 2) I recently saw on CNN the Indonesians handing out special fuel vouchers to the poor after removing fuel subsidies. I must have missed it - when did they become a socialist state? (by your definition, that is)

Take either the Socialist system or the free enterprise and associated taxes system. Provided that such a tax is mandated and appropriated by freely elective body. I'm obviously joining this discussion late, but I had to respond to Bill Frist's incoherent comments on Syria, Lebanon and Israel-in-Palestine. How can we take seriously a man who refers to Israel as a democracy, and accuses Syria of backing "terrorism". He should take the plank out of his own eye first. Israel is the original terrorist state: its people were murdering British soldiers and Palestinians since at least the 1920s (what were the Stern Gang but "terrorists"?), and have continued to do so throughout the years of the illegal occupation of the land of Palestine from 1948 onwards. TheUS talksabout UN investigators; why does it never seek to enforce the innumerable UN resolutions against Israel? The idea that Israel is a democracy is particularly ridiculous: it is a racist, theocratic state, reminiscent of apartheid South Africa and Nazi Germany. Its Arab inhabitants are second-class citizens by virtue of their race and their religion, both in legal terms and the racist behaviour of Israeli employment practices. The most realistic theory that is possible to believe is that Hariri killed himself. here is why:

- Harriri is a Muslim. he believes in jihad, and in sacrificing one's self for the national purpose.

- Hariri was an intelligent man who can calculate and discover what is the best way to achieve a purpose.

- Hariri gave up on Assad, as far as giving lebanon its independence. He was mad that Assad was not respecting him, so mad that he decided to do some thing drastic and end this comedy once and for all.

- Hariri studied the International atmospehre that was charged against Syria, and saw that France and the US started to put pressure on Assad. he wanted to take advantage of this international situation. His having all of the necessary ingredients described above: _Knowing what he wants. _wanting to do everything he can to achieve what he wants. _Convinced that world reaction over a his own assassination would be huge and most certainly would achieve lebanon's independence from Syria, he dicided to go ahead and offer himself as the most important Suicide Bomber.



He knew that the existing mood at the time would automatically accuse Assad, and that would be enough to force him to leave Lebanon. SOOOOOOOOO He arranged with Abu Addass, and supplied him with the explosives, paid Abu Addas family one million dollars and they both executed the plan. He died as any Musilm Suicide Bomber dies and went to heaven instantly where he was met with what is promised.

His plan was genius, it seems. Syrians withdrew from Lebanon almost instantly, and in that way, he took revenge from Assad, and may take Assad completly out of Syria as well.

God bless his soul.

The above is only a theory, that may exonrate Assad from his troubles if he advances it in the UN circles. May be it was the case, may be not.
